PPSC Eligibility: Age, Relaxation, Domicile and Quota
How PPSC calculates your age, which age relaxations apply and which don't, what the domicile rules really require, and how women, minority and special person quotas work.

PPSC lets you sit the written test without checking your eligibility first. The documents are scrutinised at the interview stage, and if something doesn't meet the rules, your candidature is rejected - even after you've cleared the test. So the time to be sure you're eligible is before you pay the fee, not after you've done the hard work.
Everything below comes from PPSC's Important Instructions to Candidates (dated 08-10-2026), its FAQ page and the current advertisements. Your post's advertisement and service rules always take priority.
The one date that matters
Your qualification, experience, domicile and (for most posts) age are all judged as of the closing date of the advertisement. A degree whose result is declared after the closing date, or a domicile you applied for after it, does not count.
How PPSC calculates your age
- For most posts, your age is counted on the closing date for applications.
- Where recruitment is through a written examination, such as the Combined Competitive Examination, it is counted on 1 January of the year the exam is due to be held.
- Your date of birth is taken from your Matric (SSC) certificate. If you did O-Level or another equivalent whose certificate doesn't show a date of birth, PPSC accepts a school leaving certificate, your NADRA CNIC or a birth certificate from the local council.
- PPSC adds one day when calculating age. Its own example: a candidate born on 15 August 1970, with a closing date of 07-02-1998, is 27 years, 5 months and 24 days old.
- Being under-age or over-age by even one day makes you ineligible. There are no exceptions for being "almost" within the limit.
Reading the age column
PPSC advertisements now print the general relaxation directly in the age column. In Advertisement No. 11/2026, for example, the Assistant Accounts Officer (BS-17) post shows:

That "+05" and "+08" is the across-the-board relaxation - up to 5 years for men and 8 years for women - granted under an S&GAD notification of 21-5-2012. It is already included in the final figure, so don't add it a second time. Limits differ a lot from post to post, so always read your own post's row. For transgender candidates, the advertisement says age and sex are taken from the CNIC.
Other age relaxations
On top of the general relaxation, the Punjab Civil Servants Recruitment (Relaxation of Upper Age Limit) Rules, 1976 and PPSC's policies allow these concessions:

PPSC's FAQ adds that officials serving the Federal Government who are domiciled in Punjab, and Punjab Government officials with at least four years' service, get an upper age limit of 35. Any special relaxation for government servants is mentioned in the advertisement, so check there before relying on it. If you claim a service-based relaxation, keep a certificate from your appointing authority ready for the interview.
Domicile: the rules that catch people out
PPSC recruits for the Punjab government, so you need a Punjab domicile from the relevant district, issued on or before the closing date. The domicile column of each post tells you how wide the net is - phrases like "All Punjab basis" or "Any district of the Province of Punjab". Read the place of posting column too: some posts, such as one in Advertisement No. 11/2026, are posted only within the Special Zone of Punjab.
- The district on your domicile must match the district you entered in the online form. PPSC's instructions say a mismatch means rejection.
- If you applied for your domicile before the closing date but it was issued after, it's accepted - as long as you can show documentary proof of the date you applied. Enter the application date, not the issue date, in the online form.
- If you applied for your domicile only after the closing date, you are not eligible for that post.
- A married woman may use her husband's district until she gets her own domicile. She must show his domicile, proof of marriage and, if she comes from another district, her own previous domicile. Without a previous domicile she is ineligible.
- A permanent resident of Azad Kashmir living in Punjab is treated as a resident of their present Punjab district, provided they have that district's domicile.
- Lost your domicile after applying? Get a duplicate that shows the original issue date - which must still be on or before the closing date.
Quotas: women, minorities and specially abled persons
Quotas are set post by post by the department that requests the recruitment - PPSC's FAQ confirms there's no single fixed women's quota across all posts, and the minority share is decided by the department. You'll see the split inside the number-of-posts column. For example, the Intelligence Officer (BS-14) post in Advertisement No. 11/2026 has 30 posts, including 1 for special persons, 1 for minorities and 5 for women. The usual interview ratio of five candidates per post applies within each quota too.
Specially abled candidates
- You must be registered with the Provincial Council for Rehabilitation of Disabled Persons (Social Welfare Department), and hold its certificate declaring you fit for the job you're applying for, issued on or before the closing date.
- Select "Yes" in the disability column of the online form. You don't pay an application fee.
- If you need a reader or writer, request it in the online application itself. PPSC won't entertain the request on test day.
- Visually impaired candidates, and those who need a reader or writer, get extra time: 15 minutes on a 90-minute MCQ paper and 30 minutes on a 180-minute subjective paper.
Qualification and experience
- Your qualification must match the advertisement and service rules. If you're claiming an equivalent qualification, you need an equivalence certificate from HEC or the department's Qualification Equivalence Determination Committee at the interview, or your candidature is cancelled.
- Foreign degrees are accepted only from institutions recognised by HEC, PMC/PMDC, PEC, PNC, IBCC or another competent authority.
- Where experience is required, only experience gained after the prescribed qualification counts.
- Private-sector experience counts only if the employer was registered with SECP, the Registrar of Firms or another regulator during the period you worked there - and you must prove it.
- Honorary or unpaid experience is not counted for initial recruitment unless the competent authority says otherwise.
- Posts that require professional registration (PEC, PMC/PMDC, PVMC, PNC, bar council) need it to be valid as of the closing date, unless the advertisement makes an exception.
- If you're a civil servant, you need a Departmental Permission Certificate (NOC) from your competent authority. If it isn't ready by the closing date, you can apply and submit it later - but if permission is refused, your candidature is cancelled.
